Active Top Secret Clearance are required. CGI Federal is seeking a
highly skilled and innovative Cyber Capability Developer (SME) to
support mission-critical defense and intelligence initiatives. This
senior-level role is responsible for designing, developing, and
implementing advanced cyber capabilities that enhance national
security operations. The SME will lead technical efforts across
offensive and defensive cyber domains, collaborate with
multi-disciplinary teams, and ensure solutions meet DoD compliance
and operational standards. Your future duties and responsibilities:
• Lead the design and development of offensive and defensive cyber
tools and capabilities. • Architect and implement cybersecurity
systems tailored to DoD mission environments. • Conduct
vulnerability analysis, capability prototyping, and secure software
development. • Utilize platforms such as Splunk Enterprise Security
and Microsoft Sentinel for threat detection, analytics, and
monitoring. • Collaborate with system engineers, analysts, and
mission stakeholders to align cyber capabilities with operational
goals. • Ensure all developed solutions comply with DoD
cybersecurity frameworks and RMF standards. • Provide mentorship
and technical leadership to junior developers and analysts. •
Support cyber threat intelligence integration and incident response
planning. • Maintain documentation and contribute to capability
lifecycle management. Required qualifications to be successful in
this role: • Active Top Secret clearance. • 10 years of experience
in cyber operations, software development, or cybersecurity
engineering. • Bachelor’s or advanced degree in Computer Science,
Cybersecurity, or related STEM field. • Expertise in Splunk
Enterprise Security and other SIEM platforms. • Strong coding and
systems engineering skills across multiple languages and
environments. • Deep understanding of modern cyber threats, defense
mechanisms, and offensive techniques. • Familiarity with NIST RMF,
DoD 8140/8570, and cybersecurity compliance standards. • Experience
developing capabilities for cloud, endpoint, and network
environments. Preferred Qualifications • Certifications such as: o
CISSP, GCIH, GCIA, GMON, CSSLP • Experience with: o Microsoft
Sentinel, AWS, Azure, Google Cloud o XACTA, Retina, HBSS, ACAS •
Knowledge of NIST NICE Work Roles: o Defensive Cybersecurity
(PD-WRL-001) o Incident Response (PD-WRL-002) o Cyber Threat
Intelligence (PD-WRL-006) o Cyber Investigation (PD-WRL-007) •
Proven ability to lead cross-functional teams and deliver
