Analysis are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications. Specific Job Description: The primary responsibility will be to serve as an Enterprise Release Management (ERM) systems engineer. The candidate will be a member of the Programs ERM Team, The Enterprise Release Management (ERM) activity supports interagency, enterprise, and cross-program activities (e.g., Release Planning Events (RPEs)) aimed at coordinating and orchestrating the release of systems, services, and software providing mission capabilities. NGA requires the expertise to manage mission priorities and establish a common cadence and synchronization of Solution Epics across multiple program and project deliveries to ensure the alignment of engineering efforts, IT investments, and development activities. The NFE contractor helps the Government define, schedule, synchronize, orchestrate, visualize, and communicate cross-program and cross-project release activities and provide expertise to assist with capability planning and effectivity definitions that address mission priorities. The NFE Contractor shall define solution epics based on the Governments direction. The NFE contractor shall have the multi-discipline expertise to work with systems engineers, architects, program managers, product managers and owners, and project leads across NGA and mission partners. The NFE contractor shall apply Agile SAFe practices at the enterprise level, mentoring technical and non-technical stakeholders in the principles, and techniques to develop and document the RPEs, and associated tasks, while accounting for cross-program dependencies, and varying levels of complexity and program maturity. The NFE contractor shall be responsible for the introduction of Agile tools and processes that enable the consistent application of Agile practices across the enterprise with the ultimate goal of modernizing systems engineering, development, and acquisition.Specific responsibilities include, but are not limited to:Provide cross-program and cross-project release planning and management associated with capability developments efforts.Work with programs, projects, and associated capability development efforts across the Agency to develop, record, and provide release plans including references to roadmaps and schedules, and rationale and guidance for implementation. Ensure the release planning schedules/events align to the defined Enterprise Effectivities.Mentoring technical and non-technical stakeholders about how to implement enterprise level Agile, yet adhering to the standards established to do so.Develop a process to identify dependencies between release management and effectivity management deliverables, and refine and reprioritize existing backlogs of capabilities and features waiting to be delivered to maximize release planning effectiveness.Develop and maintain backlog repositories comprised of epics and features using appropriate tools (such as JIRA, Redmine, Confluence, etc.) for use in release planning, tracking and status updates. Work with GPOCs managing Strategic, Enterprise, and Solutions-Level Systems and Architecture Engineering activities, to ensure RPEs consider the strategic and technical roadmap(s) that move NGA from the current As-Is to the To-Be Architecture and current mission capabilities to future mission capabilities. Collaborate with GPOCs managing program and project timelines for the delivery of capabilities in NSE to understand and ensure the current architecture baseline and To-Be Architecture supports the expected delivered capabilities.Establish the basic release cadence for the enterprise and synchronize Agile and non-Agile capability developments efforts within programs and projects to maximum extent possible using an agile approach.Orchestrate the pre- and post- Program Increment Planning and/or Agile Release Train (ART) planning and establish a common cadence for programs and projects. Qualifications Required Qualifications: TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)Bachelors degree in engineering, or related technical field, or equivalent experienceMinimum of 6 years of System Engineering experience.Advanced MS Word skills.Significant experience with JIRA and ConfluenceRequired enterprise Agile certification, e.g. SAFe Agilist (SA), SAFe Government Practitioner (SGP)Excellent written, verbal, and presentation skills.Demonstrated ability to establish effective relationships with senior level customersDetail oriented, with proven time management and organization skills Strong interpersonal, problem solving and multi-tasking skills.Ability to work independently and within a team environment. Knowledge of the NGA organization and programs. Desired Qualifications:Advanced enterprise Agile certification, e.g. SAFe Program Consultant (SPC)Knowledge/experience analyzing impacts using agile tools and planning processes.Knowledge/experience assisting in the development of Solution and Program Epics.Knowledge/experience with supporting customer. Ability to work in a Government environment as part of a multi-contractor team. Advanced technical degree.1+ years of experience Agile systems engineering and development methods (User Story Generation, Sprint/Scrum Development, Development Back-log management)Working knowledge of the NSG strategies and IPO management2-6 years of experience with NGA processes and procedures.Experience with geospatial intelligence systems and/or existing legacy/heritage NSG segments.by Jobble
