Job Description:
Place of Performance The Physician Services will be performed in
the Health Services Department at the Federal Correctional
Institution, . USP McCreary (USP), Pine Knot, KentuckyScheduleThe
contractor will normally work 30 sessions per week. One (1) session
will equal one (1) hour. Typically, the contractor will work Monday
through Friday (except Federal Holidays), normally between the
hours of 7:30a.m. and 4:00 p.m., with a 30 minute unpaid lunch
period. The Contracting Officers Representative (COR) and the
Health Services Administrator (HSA) will be responsible for
defining the weekly schedule. These schedules are subject to change
based on the variable needs of the institution(s) and the
unpredictable nature of the correctional environment. Upon
agreement, any changes to the schedules must be coordinated with
theCOR assigned under the contract. The contractor will record the
time he/she began the shift and the time he/she terminated the
shift. The performance period will be for a base year, being 12
months from the estimated date of award and four 12 month option
periods Education and ExperienceThe contractor will provide the
Federal Correctional Institution (FCI) with physician(s) who
possess knowledge, skills, abilities, and a current and valid
medical license to practice medicine in any state in theUnited
States of America. Contractor must submit, photocopies of documents
evidencing education, license, certification and training. The
contract physician shall be covered by the contractors professional
liability insurance as defined by the solicitation. The contract
physician must possess current BLS certification. Health
RequirementsThe contractor shall ensure their employee is free of
communicable diseases. Any individual who subsequently develops a
medical condition which might reasonably be expected to place other
workers, inmates, or thepublic at risk shall be immediately removed
from affected activities. In any such case, the contractor shall be
responsible, at no additional cost to the institution, for securing
the services of any replacement personnel required to perform this
contract.Description of DutiesThe contract physician will provide
urgent and emergency care as needed. Respond to all
urgent/emergency care must be immediate. The contract physician
will respond immediately to calls for help via radio or telephone
notification. FCI Oxford clinical staff or other BOP employees will
accompany the contract physician to all emergency locations in
order to access entry into locked buildings, special housing units,
and etc.The contract physician is responsible for providing medical
services for acute and chronic medical problems among the general
population inmates, those in the Special Housing Unit and Wood
Unit. Services will include evaluating and treating inmates
requiring emergency medical care, performing comprehensive history
and physical examinations, reviewing and signing diagnostic and
consultative reports, and providing clinical guidance to the
Advanced Practice Providers, Nurses , and EMTs. Any recommendations
for further diagnostic testing and/or treatment will be made in the
appropriate section of the electronic record, pending review by the
Utilization Review Committee. Other specific duties may involve all
aspects of health care delivery, which will be performed in
accordance with currently accepted medical practices and
procedures.The contract physician will document accurately and
thoroughly in the electronic medical record and will complete all
data collection instruments by the end of the work day in
accordance with medical staff bylaws and Bureau of Prison policy,
to include using the Bureau Electronic Medical Record (BEMR).
Deficiencies must be corrected in a timely manner. BOP policy,
including clinical practice guidelines, will be followed at all
times.The contract physician shall adhere to all standards and
regulations associated with the American Correctional Association
Foundation/Core Standards for Adult Correctional Institutions. Due
to BOP Health Services policies, history and evaluations shall be
completed as scheduled. The contractors performance shall be
monitored by the HSA and the COR.Patient ManagementThe contractor
will be responsible for receiving patients and explaining
procedures to alleviate undue anxiety, submitting reports and
evaluations as requested. The contractor will be responsible for
following directives and comply with Bureau of Prisons Health
Services Manual, local institutional mandates, and the Health
Services Departments policies in the management of all patient
encounters. The contractor will be responsible for submitting
written reports, evaluations, and/or plans of treatment for all
patients evaluated. These reports will be in the electronic medical
record (BEMR).Patients shall be afforded impartial access to
treatment or accommodations that are available or medically
indicated, regardless of race, creed, sex, national origin, or
religion. Staffing shall be commensurate with the expected needs of
the patients and within the scope of services offered. The
contractor is required to maintain an open line of communication
with the Clinical Director, HSA, and COR. Scheduling of individual
patients is the ultimate responsibility of Health Services
staff.
