the position. Position Summary: ISI is looking for an experienced
Electrical Engineer with expertise in the design and construction
industry to provide Owner's Representative design management
services to a DoD client. The Electrical Engineer will support a
DOD client looking to manage $300M in ongoing construction projects
of various sizes and complexity. The Electrical Engineer will
provide a wide range of electrical engineering expertise and design
management support services to assist the DOD client. The position
will support more senior government project managers and fellow
contractor project managers, who will work as part of a larger
construction program. The ability to lead and work as a team AND
work independently are critical. ISI is seeking an individual who
will be a clear communicator, takes initiative and embraces project
ownership. Essential Job Functions Candidate’s primary role will be
to support engineering aspects of pre-construction phase such as
planning, engineering studies, design development management, and
procurement package development. Candidate’s secondary role will be
to support project managers who manage awarded construction
projects with RFIs, submittals, and design intent clarification.
Support Government acquisition efforts for both A/E services and
Construction projects by coordinating efforts across Government
working groups. Provide Subject Matter Expertise, especially with
managing and overseeing studies and designs for new construction,
renovations and improvements to real property facilities, including
MEP utility systems. Provide engineering support and analysis to
the Government in their management of awarded study and design
contracts. Review the A/E contractor’s work and provide written
reports of the findings to the Government. Proactively assists the
Government in conducting site evaluations, field surveys, and site
visits to determine constructability and code compliance. Develops
draft scopes of work, validation of requirements, and participates
in pre-bid conferences. Participates in risk analysis walk throughs
and value engineering efforts. Proactively supports the
Government’s development of technical requirements, scopes of work,
cost estimate analysis and schedules for A/E services, to include
studies, reports and drawings review. Provides reviews, analysis,
professional opinions, ideas, alternate solutions and
recommendations. Conduct design technical reviews from initial
concept to 100% design drawings. Track and maintain submittal
review process. Independently schedules, leads, and participates in
weekly project progress meetings and monthly program progress
meetings to evaluate schedule progress, identify departures from
the accepted baseline schedule, and evaluate risk to long-term
project and program health. Assesses schedule risk and recommends
mitigation strategies. Works independently to track down
requirements and data from other engineers, project managers, or
clients in a professional manner with complete and on time
submissions. The position maintains data in Excel, web based
software and files to be aggregated and used as metrics and
briefing tools for senior leadership. Regularly prepares and
presents project status briefings, develops and maintains
performance matrixes, prepares well-written technical reports.
Prepares written and oral reports to Government leadership and
program managers. Regularly briefs senior leadership. Required
Qualifications: BS degree in Electrical Engineering with 10 years
of electrical engineering experience; or MS degree in Electrical
Engineering with 8 years of electrical engineering experience OR
Education may be substituted for 15 years of experience in the
design/construction or operations of power generators,
uninterruptible power supplies, and life safety/emergency/mission
critical power distribution WITH experience in working with
construction management and projects greater than 250,000 square
feet AND a Professional Engineer (PE) License. Must be a U.S.
Citizen. Must be able to pass and maintain a Public Trust clearance
(HSPD-12 fingerprint background check). Position fully on-site at
Arlington, VA Preferred Qualification: Pentagon WHS experience is
highly sought after. Physical Requirements: The physical demands
required of this position described here are of those that must be
met by the selected employee to successfully perform the essential

pounds. 2. Must be able to climb, erect and maintain balance on a
30-40 pound ladder. 3. Must be able to remain in a stationary

stand for extended periods 6. Must be willing to work in external
environments of rain, high heat and significant cold. 7. Must be
able navigate active construction sites containing uneven ground,
debris, and active construction hazards such as sharp objects,
electrical hazards, and potential fall hazards. 8. Must be able to
occasionally go into confined spaces and crawl Work
Setting/Environment/Travel Requirements: 1. This job operates in
active construction environments and professional office
environments. 2. The position requires an eight (8)-hour workday
performed between 0700 (7AM) and 1700 (5PM), Monday through Friday.
employees are expected to arrive between 0700 (7AM) and 0800 (8AM).
Employees cannot depart till after 1600 (4PM); limited flexibility
in daily start and end times is available based on project demands
