Job Description Job Description Our client is seeking an
experienced Triple Hat (Superintendent / QC Manager / SSHO) to lead
field operations on federal healthcare construction projects for
the U.S. Army Corps of Engineers (USACE). This role is responsible
for overall site leadership, contract compliance, quality control
implementation, and safety management. The ideal candidate has
extensive experience delivering complex federal construction
projects—preferably medical treatment facilities (MTFs), clinics,
hospitals, or healthcare renovations—while meeting strict USACE EM
385-1-1, NAVFAC, and federal quality standards. This is a hands-on
leadership position requiring strong technical knowledge, proactive
communication, and the ability to manage multiple responsibilities
in high-visibility federal environments. Key Responsibilities
Superintendent (Field Operations) Manage all on-site construction
activities from mobilization through closeout. Coordinate
subcontractors, vendors, inspectors, and government stakeholders.
Maintain and update the project schedule (3-week look-ahead, daily
reports, recovery schedules). Ensure work is executed in accordance
with contract documents, drawings, and specifications. Lead weekly
coordination and production meetings. Oversee site logistics,
phasing, infection control (ICRA), and interim life safety measures
(ILSM) for occupied healthcare facilities. Maintain strict
adherence to project milestones and USACE reporting requirements.
Quality Control (QC Manager) Develop, implement, and manage the
project-specific Quality Control Plan (QCP). Conduct and document
preparatory, initial, and follow-up inspections. Coordinate with
third-party testing agencies and commissioning agents. Manage
submittals, RFIs, and deficiency tracking. Maintain daily QC
reports in RMS/QCS (USACE Resident Management System). Ensure
compliance with USACE Three-Phase Control System. Prepare for and
support government QA inspections and audits. Site Safety & Health
Officer (SSHO) Develop and implement the Site-Specific Accident
Prevention Plan (APP). Enforce compliance with EM 385-1-1 and OSHA
regulations. Conduct daily safety inspections and safety
meetings/toolbox talks. Investigate and document incidents,
near-misses, and corrective actions. Ensure proper training,
certifications, and safety documentation for all personnel.
Coordinate safety audits and ensure full compliance with federal
safety mandates. Requirements Minimum 10 years of construction
experience, with 5 years in federal construction. Demonstrated
experience as a Superintendent on USACE or federal projects.
Certified QC Manager (USACE CQM certification required). OSHA
30-hour (minimum); OSHA 40-hour EM 385 preferred. Current First
Aid/CPR certification. Experience using USACE RMS/QCS on the
contractor side. Strong knowledge of federal healthcare
construction standards, infection control, and commissioning.
Willingness to travel nationwide and work on-site for project
duration. Preferred: Experience delivering healthcare facilities,
VA hospitals, military medical clinics, or surgical suites.
Experience with design-build federal projects. Degree in
Construction Management, Engineering, or related field. Procore,
P6, or similar construction management software experience. Core
