Project Accountant (PA) will provide lead financial support and
coordination of multiple Government contracts/programs. Further,
the position participates in the planning, tracking, analysis, and
reporting of project performance of varying contract types, sizes,
complexities, and levels of risk. The PA is a key Finance team
member and will work directly under the Project Controller. The PA
interfaces with Program/Project Managers and senior technical staff
and will be assigned a portfolio of projects and function as an
independent/effective business partner. The PA is responsible for
managing accounts receivable, vendor subcontractors' management,
prime government billings, timesheets, and labor reconciliations.
The assigned activities will include the preparation of monthly
customer invoices, processing subcontractor invoices, and
reconciling bi-weekly payroll to labor posting. Additional duties
include assistance in General Ledger entries and month-end
closing.
Responsibilities:
- Provide cost, schedule, and funding planning, reporting,
monitoring, and analysis support to Program Managers, including
Work Breakdown Structures (WBS), Basis of Estimates (BOEs), and
development of time-phased budgets and schedules.
- Lead project setup in compliance with contractual terms,
conditions, and requirements.
- Project cost collection, preparation of monthly Client
invoices, and revenue recognition.
- Develop and track Spend Plans and prepare program financial
Estimates at Complete (EAC).
- Review and assess all contract modifications. Advise the
program management team of impacts as necessary.
- Monitor costs and manpower on a bi-weekly basis, ensuring that
actuals are within budget and charged to the correct job number.
Process cost transfers as required.
- Prepare accurate and complete variance analysis and monthly
labor utilization reporting.
- Prepare financial Contract Data Requirements (CDRL) for
programs. Ensure contractual requirements are met and customer
financial deliverables are accurate and on time.
- Support accounts receivable. Monitor the status of AR and
unbilled issues, working with Finance and Client Services to
resolve issues on time.
- Prepare subcontractor and vendor accruals following GAAP and
internal policies to ensure that the project -s cost/commitment is
accurately captured.
- Ensure program revenue and profits are in line with the project
financial targets and goals.
- Analyze profit risks and opportunities and advise management on
the optimal path forward.
- Ensure adherence to Generally Accepted Accounting Principles
(GAAP), FAR, and all company policies and procedures related to
contract performance and financials.
- Additional duties and responsibilities as assigned.
Qualifications:
- Bachelor's degree in accounting/finance or business field
- 4 years of Project Financial Management in a government
contracting environment
- 3 years of senior-level accounting experience
- Substantial experience performing variance analysis, cost
baseline preparation, spend plans, and other ad hoc analysis.
- Strong people management, organizational, decision-making, and
analytical skills (including attention to detail).
- Use verbal, written, and active listening skills - effectively
communicate in a professional, productive, non-aggressive manner
with the team, co-workers, and clients. Establish and maintain
collaborative communication with staff, co-workers, other
professionals, and departments.
- US Citizenship and ability to obtain government security
clearance
- Expertise in Excel and overall MS Office suite
- Excellent organizational and communication skills
- The ability to lead staff, work in a fast-moving environment,
and handle multiple tasks at one time and meet deadlines.

that may be hired in jurisdictions requiring pay transparency in
job postings. Actual compensation is influenced by a wide range of
factors including but not limited to skill set, level of
