Duties The incumbent is the Director of the OUSD(I&S) Human Capital Management Office (HCMO), consisting of senior Human Resource (HR) and HR Development professionals, Joint Duty augmentees, and contractorsWorking through HCMO staff, and in collaboration with the HR staffs and leadership across the Defense Intelligence, Security, and Law Enforcement Enterprise, the incumbent drives human capital initiatives designed to ensure the acquisition, development and retention of a workforce aligned to National Defense Strategy priorities and postured to respond to the rapidly evolving environments in which the Department operatesMajor duties and responsibilities will include but are not limited to the following:--- Co-chairs the Defense Intelligence Human Resource Board (DIHRB) with the Deputy Assistant Secretary of Defense for Civilian Personnel Policy, Office of the Under Secretary of Defense for Personnel and Readiness.--- Co-chairs the Defense Intelligence Training and Education Board (DITEB) with the Deputy Assistant Secretary of Defense for Force Education and TrainingIn this role, the incumbent leads Department-level governance of intelligence, security and law enforcement training and education.--- Leads the continuous oversight and evaluation of intelligence, security and law enforcement human capital programs for effectiveness in acquiring, developing, and retaining the military, civilian and contractor workforceEvaluations are conducted in partnership and coordination with the USD(I&S), the Deputy Directors of Intelligence (DDIs), the Military Departments, Joint Staff, the Enterprise, the USD(P&R), and the Director of National Intelligence.--- Revises existing or develops new policy in response to assessment of existing Enterprise or Departmental policy based on the recommendations of the DIHRB or DITEB and direction of the USD(I&S), ushers such policies through the Departmental policy process for approval and implementation.--- In coordination with DoD intelligence, security and law enforcement leadership, the DIHRB, and the DITEB, continually assesses workforce capabilities and gaps, leveraging analytic capabilities available or under development within the DepartmentAdvises the USD(I&S) on the outcomes of these assessments and recommendations for future direction.--- Continually assess the health, to include diversity, of the forceIn consultation with the DIHRB and DITEB, through the use advanced analytic capabilities, and advise the USD(I&S) on findings and recommendationsRequirements Conditions of development, assessment and implementation of human capital programs in a highly complex and dynamic operating environment.--- The incumbent must have deep knowledge of the intelligence, security, and/or law enforcement mission within the DoD, the IC and the national security environment.--- The incumbent must possess the ability to develop and oversee human capital programs that attract, challenge, develop and retain the highest quality workforce.--- The incumbent is a recognized authority in their field and is sought out by others at all levels of the Department and IC for advice and guidance in the solution of workforce problemsQUALIFICATIONS REQUIRED: To meet the minimum qualification requirements for this position, you must show that you possess the Intelligence Community (IC) Senior Officer Core Qualifications (SOCQ).Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) - Leading the Intelligence Enterprise: Required for all senior executive positions effective 1 October 2010This SOCQ involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission resultsInherent to this Standard is a deep understanding of the Intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values(Include a separate attachment one page maximum per competency).IC Senior Officers have a responsibility to share information and knowledge to achieve results, in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks to achieve significant resultsSenior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinatesCandidates assessed against the component
